Mr. Telička has been particularly active in the field of human rights in Cuba, participating at events and engaging with Cubans concerning the situation on the island. In January 2018, Mr. Telička replaced the President of the European Parliament, Mr. Antonio Tajani, at the Cuban Dissidents Rally taking place in Miami, under the auspices of Encuentro Nacional Cubano. During the Rally, all participating organizations signed the Miami Declaration asking for free and democratic elections to take place on the island. In May 2018, Mr. Telička replaced the President of the European Parliament, Mr. Antonio Tajani, and spoke at the Transatlantic Forum for Freedom in Cuba and Venezuela, hosted by the Vaclav Havel Program for Human Rights and Diplomacy and the Victims of Communism Memorial Foundation. 

The European Parliament prepared a Joint Resolution on the human rights situation in Cuba which was voted in November 2018. Mr. Telička was the initiator, draftsman and negotiator on behalf of the liberal ALDE group. The Joint Resolution condemns the arbitrary detention, persecution and harassment of, and attacks against, peaceful dissidents, independent journalists, human rights defenders and political opposition in Cuba. It also expresses concern regarding the new draft Constitution and the referendum planned for February 2019. Finally, it urges the European institutions and the Member States to assist the economic and political transition in Cuba towards a fully democratic regime that respects the basic rights of all its citizens.
